1. Window > New Window
2. File > Exit
3. Start Eclipse up again.
4. Notice that one of the workbench windows doesn't have a menu bar or a tool bar.

Fixed in CVS HEAD. The first workbench window was being created which
ultimately prompted some code to try to retrieve the active workbench window.
Unfortunately, that is determined based on the application's selected window
(which is the second workbench window) which has not yet been rendered. This
eventually leads to various problems as we now have something that we thought
is rendered but is actually not.
