When I click on the Help icon in the Workspace Launcher dialog, it doesn't show the tooltip 'Dialog to Switch Workspaces'.

This occurs after I opened the Workspace Launcher dialog and then switch to another Windows application (using Alt+TAB). 

Reproducible: Always

Steps to Reproduce:
1. Open File > Switch Workspace > Other... menu
2. Click once on the "?" help button 
  2.1 the tooltip 'Dialog to Switch Workspaces' will show and then switch to   another Windows application (using Alt+TAB).
3. Switch to Eclipse window again and then click on the "?" help button. The tooltip 'Dialog to Switch Workspaces' is not show. You need to click somewhere in the dialog to make focus then it will show again.

couldn't reproduce on Mac. Possibly windows only bug

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
