Build Identifier: WTP 3.2

To reproduce, include some java comments with /* ... */ inside an otherwise valid DTD file.  You'll get an error like the following that obviously isn't specific enough to be useful:

"The markup declarations contained or pointed to by the document type declaration must be well-formed."
