Build Identifier: 

The Entity and Datatype editors currently have an 'Attribute' section as well as a 'Constant' section.  Constants are a form of attributes so I don't see the benefit of having both of these sections.  The UI looks a bit convoluted.  My proposal would be to represent constants under Attributes section, and have an 'Is Constant' checkbox when a user selects an attribute.  Based on the selection of this checkbox we can modify what the user can or can't edit for the constant.  See attached screenshot for more details.

We should hold off on making any changes for this defect, since there isn't a consensus in the community regarding the proposed changes.
