(This is using I20100722-2038.)
Cannot reproduce on I20100723-1415. Those keys have always worked for me. Occasionally, Ctrl+Z or Ctrl+Y wouldn't work in text editors (which includes the plugin.xml source editors) but not these ones.
This is probably specific to editors open while the wizard was up: the problem shows up for an editor that was opened from the wizard; but if the editor is closed and re-opened, the problem goes away.
I tried this in my outer on a new workspace today. First the manifest was fine but not the plugin.xml. I reopened it, then the plugin.xml was okay but not the manifest. Then I reopened it once more and they were both fine. :|
