Tooltips with documentation are sometimes not big enough, and as
a result some of the information is cut off. See the attached screenshots.

The first 1 is a bug.

The remaining 2 are not. The tool tip dialog has max height limitation. For those dialog exceeded the limitation, the lines are cut. I.e you might see a half line text at the bottom of the dialog as the #2,#3 pictures.  The other eclipse projects are same as this.

I'm going to fix the #1 issue, and leaving the #2 and #3 as is.

Well, about #2 - it will be nice to check why two identical lines are included in the tooltip. But I agree it is not related to the bug's main subject.

it seems when there are many global variables with the same name outside of the current file,there will be many identical lines in the tooltip,not sure.

 This is an issue of calculating the width when the '\t' is the starting character of line. Work around it by adding one "&nbsp" inside the PHPDoc html string.

This is for #1 only.

That doesn't make any sense. #2 is cut off @ 96px, and #3 is cut off @ 172px – why doesn't #2 use more height?

It's poor UI design to just cut off text without indicating that there is additional (hidden) text.

I've submitted bug 322049 for the namespace repetition issue.

Agree it's not making sense, but unfortunately the #2 and #3 are JFace isuue which is out of the control of PDT.

I attached the scree shot of JDT and you can see the Java editor tool tip has  the same issue.

I'm closing this bug and please track  Bug 322097 for fixing of JFace.
