According to http://docs.codehaus.org/display/MAVEN/Repository+Metadata, maven metadata should be merged if both maven-metadata.xml and maven-metadata-local.xml exist. This is not yet supported by the aggregator.

I'm not sure the context where this would or could be implemented.
