org.eclipse.epf.richtext.feature does not bundle nor specify a dependency to org.eclipse.epf.ui, while it bundles org.eclipse.epf.richtext, which has a dependency to the ui plug-ins. As org.eclipse.epf.ui has its only other epf-specific dependency to org.eclipse.epf.common, it would make sense to bundle the org.eclipse.epf.ui plug-in in the richtext feature, to make is usable without any other epf feature.

The latest EPF richtext feature includes the following plug-ins:
epf.common
epf.common.ui
epf.richtext

It does not depend on epf.ui. I'm not sure from which exact release, this was refectored. So you should look at the latest release, and let us know if you still encounter the same problem.
