e4 bundles that have now graduated into the Platform project need to have the "Incubation" suffix removed from their bundle names in MANIFEST.MF.

Also, we need to ensure all shipping bundles have about.html files, and that build.properties correctly includes it in the binary build.

I missed org.eclipse.e4.ui.css.swt.theme and org.eclipse.e4.ui.widgets. I have updated those for the next build towards RC3.
