I've tried to look on forums and mailing lists, but I did not find any information about GIT clone repositories for SVN repositories. I have seen the list of GIT repositories in read only mode for CVS repositories at this place: http://dev.eclipse.org/git/index.html, but I did not find something similar for SVN.
Is it something that could be done for Eclipse project or has been already discussed?

Projects are gradually moving to Git.  There will come a time when SVN and CVS will no longer be here.  With that said, we won't invest into making SVN Git repos.
