The print function replaces all the hrefs bad urls.  For example:

Internal link: http://localhost:9296/help/topic/com.ibm.help.common.rational.remote.web.doc/topics/c_web_del_web.html

So none of the images resolve and the links don't work. 

Reproducible: Always

Steps to Reproduce:
1. Browse to http://publib.boulder.ibm.com/infocenter/rqmhelp/v2r0/index.jsp
2. Select any h1 (for example, Product Overview)
3. Click print icon and select Print selected topic and children
4. See that the generated topic has ALL bad links and no images.

Is this a regression since Eclipse 3.5?

It looks as though you are running a version of the help system that does not have the fix for Bug 254996, which was fixed in Eclipse 3.5. Closing as duplicate.
