If all the labels won't fit on an axis, the chart displays the ones it can using this logic:  It always displays the first label.  Then for each label, if the label rectangle plus the insets doesn't overlap the previous label plus insets then it displays it, otherwise it doesn't.  This usually results in the last label not being displayed.

I have a client that has requested that the last label always be displayed, so I'm requesting an enhancement to that effect.  A boolean option could be provided on the axis label dialog and the logic modified if that option was selected.

If I have time I'll work out the logic and append it.
