I know this is broken in 3.x too but can't find that bug at the moment...

1. Open a file.
2. Window > New Window
3. Ctrl+Shift+E
4. Tick the 'Show editors from all windows' checkbox.
5. Activate the editor in the other window.
6. The window will be brought to the top, but note that it is not actually _active_.

Can no longer reproduce this problem with I20110110-1454 on Windows XP. Likely resolved during all the activation changes while implementing activation history.
