When adding a comment or a resolution from eclipse jira connector I cannot force Jira to send email just to a group ( developer fro example).
Email are sent to any user part of teh project woth no group restriction.
The same feature works from Jira web interface.

I think what you miss is setting comment visibility from JIRA connector.

The good news that's already implemented but you need to upgrade to the newest version.

The Mylyn JIRA Connector has moved to Atlassian. All unresolved Mylyn bugs assigned to the JIRA component, which includes this bug, have been copied to https://studio.atlassian.com/browse/PLE and marked as resolved on bugs.eclipse.org. The new location of this bug report can be found in the URL field.
