Currently, in the Package Explorer, there are a million JAR files at the top 
level, each with a little jar-looking icon.  This lists every JAR that I added
under the Libraries tab in "Java Build Path" as JARs or External JARs.

Preferably, all this clutter would be consigned to a single node in the Package 
Explorer's top level, perhaps named "libraries" or "jars". 

It has been suggested to use Filters:Referenced Libraries as a workaround.  
However, at present, this does not work.  The JARs are still there; the only 
libraries filtered are system libraries (this is probably a symptom of an 
ambiguous definition of the term "libraries" as defined both in the "Libraries" 
tab and somewhere else).

Moreover, I don't necessarily want them to disappear, and I don't want to have 
to edit filters to access them.  I just want them to go one level down in the 
hierarchy.  (But I'd take the filter workaround too.)

We addressed this for JRE containers but not for normal external Jars.

We are now in a mode where we only consider critical bugs for 2.1. Have to 
postpone this one.
