When a config.bld file is not found, the following message is printed
from xdc_rules.mak:
    Error: '$(XDCBUILDCFG)' is not a valid build configuration file

The associated test does not check the contents of the file, just its
existence, so the message should be more precise.

The error message is replaced with "Error: Specified build configuration file '$(XDCBUILDCFG)' is not found", in xdc-v44.
