1. Window > Open Perspective > Debug
2. Ctrl+3 > Package Explorer
3. Window > Open Perspective > Java
4. Notice the 'Package Explorer' view's tab isn't blue.

We are getting reinjected but the tab colouring request is ignored due to an optimization I put in for bug 316482. I tried reverting it and can't seem to reproduce the flickering anymore so it seems that is no longer a problem.

No longer a problem with I20101014-1937 as we've implemented part activation history (see bug 300742).
