A creation review has been requested for Tycho. Project lead has requested that we use the proposal document for the creation review.

Steps required:

1. Verify that community concerns have been addressed;
2. Initiate trademark review (assign any existing trademark to Eclipse);
3. Verify that proposal has the support of two Architecture Council Mentors;
4. Verify that the PMC approves;
5. Verify that the review documentation is complete; and
6. Schedule Review

After taking a quick look at the project forum, I am concerned that the community has not been responsive to this proposal. My sense is that there is a community around this project (anecdotally based on messages I see in other forums and mailing lists), so I need to do a little more digging to find the touch points between the existing project and the community.

I have asked the rest of the Technology PMC for their input.

I have requested a trademark search/review and that the IP Team work with the project lead to transfer the Tycho name to Eclipse.
