_orderResources may be null (at least in geronimo integration), but is not checked before iterating through it.

Whether or not it is null is used as a flag, so making getOrderedResources return an empty list rather than setting _orderedResources on access seems reasonable.

Fix confirmed for jetty-8 and also backported to jetty-7.
