This bug replaces 315862 and 316218.

We need to assure consistency in the creation and configuration of Resource Managers in these three views.  In particular:

Removal of a RM should be reflected in each.
Removal of a Service Configuration should be reflected in each.
Multiple mapping of an RM to different configurations should be feasible through the project properties (service configurations).  Currently there are also NullPointer exceptions in the enablement of services in this property configuration page that should also be fixed.

Al, there are still a bunch of issues with service configurations that need to be addressed. We should probably keep it open until this happens.
