Steps to Reproduce:
1.TEST BIRT
  Version: 3.6.0 Build id: I20100608-0911
  rptdesign: Eclipse BIRT Designer Version 2.6.0.v20100531 Build <2.6.0.v20100609-1613
Please cretate simple report:
1. 1 row: label "text: font-small" ans set font size : small
2. 2 row: label "text: font-10-points" ans set font size : 10 points
3. Run report as PDF
Output:  texts are equal !!!!????   In layout, texts is ok. 

2. TEST BIRT
Version: 3.4.2 Build id: M20090211-1700
Eclipse BIRT Designer Version 2.3.2.r232_20090202 Build <2.3.2.v20090304-1357
Please cretate simple report:
1. 1 row: label "text: font-small" ans set font size : small
2. 2 row: label "text: font-10-points" ans set font size : 10 points
3. Run report as PDF
Output:  texts are not equal.    All is ok.

Default size of small font is 10pt.
The WebViewer /PDF preview behavior of 2.6.0 is correct.

The font differs in the designer layout could be a bug.

Change the default font sizes to make texts equal.

Verified in daily build 2.6.1.v20100909-0630, small font and 10pt appear same in layout view.
