Coherently with other popular editors provided by the Eclipse ecosystem (like the Java editor and the JavaScript editor) I think that the correct shortcut for inserting PHPDoc comments should be Alt+Shift+J instead of Ctrl+Shift+J.

Reproducible: Always

Steps to Reproduce:
1. write a PHP element (like a function)
2. try to insert a PHPDoc comment
3. if you do it by a keyboard shortcut, you have to use Ctrl+Shift+J instead of the standard (for Eclipse platform most popular editors) Alt+Shift+J.
