The UAElement class in the help system contains an object "element" of type org.w3c.dom.Element which gets copied around when UAElements are copied. The element is only used in a handful of places, most of the time it is not used after it is copied. This causes a lot of excess memory to be consumed and probably also has a negative impact on speed of Toc and Index assembly.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
