Build I20100712-2029 I don't have steps, but this happened after maximizing and un-maximizing the editor area a couple of times and generally playing with it, as well as switching between perspectives. The NPE happened when I tried to open the CVS Repositories view using Cmd+3, and then again when I tried to open the Error Log view in the same way. Not sure if related, but now drag&drop of parts does not work at all, even after resetting the perspective or opening a fresh workspace window.
This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. If you have further information on the current state of the bug, please add it.
