Modified ExtractProcedure refactoring to now correctly carry over the character length (for a character array) to the new procedure created

Hi Abhishek,

You forgot to attach a patch :-) but either way, could you please put the patch on Bug 313369 instead  (since you're fixing an existing bug; this is not a new bug/enhancement)?  Thanks.
