We should branch org.eclipse.ui so we can mark all of the action extension points deprecated. 

While I'm still not allowed in 3.7 I'll be exceptionally grumpy if 4.0 goes out and people still think actionSets are OK.

This will not effect functionality, but will make sure it's clear they're deprecated in 4.0
