To reproduce:

1)  in the outline view, hover on the "link editor" action
2)  Notice that the tooltip shown is the message key to access the message bundle, rather than the actual tooltip.

I don't know if the message bundles are set up properly and if this is a one-of problem, or a more general problem.

I remember seeing other undefined strings.. but can't recall.  Will add more if I see them.
