New QVTo projects are always created in the workspace, even if another location is selected.

Reproducible: Always

Steps to Reproduce:
1. Create a new QVTo project.
2. In the wizard, deselect 'Use default location'.
3. Select a location outside the workspace.
4. Finish the wizard.
5. Observe how the project is still created in the workspace...
