verify pass.

I built and ran a simple "hello world" app using Nyquist simulator.

I first tried BIOS/hello app but this failed (as expected) since we don't have COFF/66 support in BIOS.

I then gutted the example to remove all BIOS so it was XDC-only.

I built using C66/COFF target and it worked fine.

I used XDC 3.20.00.57_eng and CCSv4.2 M9.
