Currently, when contributing to the global task editor toolbar, the contributions are visible for all editor pages on a task. There should be a section of this toolbar dedicated to page-specific contributions, which are visible only when the page which contributes it is active, and is invisible all other times. 
This would allow for certain actions within an editor page to be displayed more prominently than others, and would also allow for actions which are page-wide (which act on all parts in an editor page) to be displayed at the top, while being hidden for editor pages in which they do not apply. 
An example of an action that would benefit from this functionality would be Expand All, which expands the parts in a page, along with any expandable content within the page. This action could be available on certain pages which have expandable parts, but hidden on others which do not.

The header is shared by all editor pages and therefore actions contributed to the global toolbar should operate on the task and not be specific to a page. Since the toolbar is prime screen estate we have been careful to only include frequently used actions and to limit the number of icons to avoid overloading the UI and affecting the message area in the header. Making the toolbar dynamic would make it more difficult to find the right icon and could cause flickering when switching pages and therefore does not seem like a good idea.

Since it is trivial to add toolbar icons to section headers on pages I will mark this as wontfix. Please feel free to reopen if you believe there is substantial benefit in a dynamic toolbar and we can reconsider.
