Interaction constraint is not available in the palette nor in the explorer 

Context : Creation of Combined Fragments 

They are necessary to create guards associated to Interaction Operands 

Should be available as a Child of Interaction Operand.
The connected elements should also be added (Specification )
They are available in the UML editor.

On the latest version of Papyrus (0.10, and probably 0.9), the InteractionConstraint is available from the ModelExplorer and from the InteractionOperand's property view (Guard).
