I20100701-1105.

Test Case:
1. start with new workspace
2. open 'JUnit' view
==> no title visible and even worse: Package Explorer is no longer reachable and there's no indication that it's still there.

Probably related but less severe since there's at least the chevron that indicates something else is present:

1. start with new workspace
2. create a project
3. context menu > Show in > Navigator
==> Navigator view has no title, looks ugly
