SDK 4.0 - I20100701-1105.

The ordering of the toolbar buttons is completely different than intended by the plug-in developers i.e. as they appear in 3.x. In addition the ordering is not stable:

1. start fresh workspace
2. exit
3. start
==> toolbar items have different ordering than after step 1.

This is a critical usability issue for me.

Released a fix for the main problem.  There are still some toolbar ordering issues to address.

Verified in SDK 4.0 - I20100712-2029: one part of this bug (unpredictable) has been fixed but the ordering is still very strange and unexpected. Filed new bug 318715 to track this.
