tian, based on the build identifier you supplied, I am assuming that this was opened against WTP 3.1.1.

I checked the code and also running the psudo-translation packages in 3.2.1 and this seems to be working for me.
Thanks for your update! I'll update the wtp to 3.2 and retry. BTW, can you give me the list of packages you are using for externalized property files? like wst.server.core.ui, is there any other core packages? For we are testing some NLS related parts, so it's important for us to hack ResourceBundle to get all hardcoded strings, thanks!
