Problem Description
  -------------------
 1. In Oracle CEP IDE for eclipse env, create one ocep project. Eg
 testCreateEPN as screenshot shows
 2. Right click the EPN assemble file testCreateEPN.context.xml and click menu
 item(Validate). The Validation Results window will pop up. Notice that the
 title of Validation Results Window are hard coded. Please check screen shot.

The screen shot for hard code items, added special characters for strings from resource bundle with the ResourceBundle.java hack. For items which don't have these special wraps will be treated as hard code items.

tian, there is something wrong with your testing.  The strings you show were separated for WTP 3.0, which corresponds with Eclipse 3.4 (Ganymede), and yet you are showing them as not separated in WTP 3.1.1.  Please look in the org.eclipse.wst.validation.ui plugin for the org/eclipse/wst/validation/internal/ui/validationui.properties file, and you will see that these strings were indeed separated when they were added as part of bug 218504.
