Product Env:
1. Eclipse IDE
2. Oracle CEP 11.1.1.1 plugin for Eclipse


Problem Description:
 1. Create one Oracle CEP project in OCEP IDE for eclipse, eg testCreateEPN as
 screenshot
2. Right click the project name in project folder, click properties, then
 properties window will pop up. Select Targeted Runtimes item. You will see
 the text of button "Make Primary" and "New" were hard coded. Please see the
 screenshot

The main issues is there are hard code strings.

These strings are externalized. I wonder if there is an issue with the tool that you are using to test externalization not detecting all property files.
