1. Ctrl+3 > Console
2. The 'Console' view can be seen with its toolbar.
3. Switch to the 'Debug' perspective.
4. The 'Console' view is also here, with its toolbar.
5. Hide the 'Console' view.
6. Switch back to the 'Java' perspective.
7. The 'Console' view now has no toolbar.
8. Activating another view in its stack and then reactivating the 'Console' view will cause the toolbar to be regenerated appropriately.

6. Switch back to the 'Java' perspective.
