if the svn directory is no longer under the same dns name reachable

Reproducible: Always

Steps to Reproduce:
1. preempt the lookup of "Subversion" the tab in the Properties and grey them out until the corresponding timeouts are through

Can't reproduce with any protocol (tested by mapping repository to another domain through 'hosts' file, then removing the record). Possibly related to the issue with an unnecessary repository access while fetching information about a local resource fixed in context of the bug #361257.
