The answer depends a bit on exactly what an how you installed PDT, it is either a PDT bug, or an EEP PDT Package bug.

We did change some of our feature nesting in WTP, and I know PDT knew about it, but not sure the changes required got carried through to EPP package (or if they were intended to).

In short, you'll need to install the
org.eclipse.wst.ws_ui.feature
which you should be able to get directly from the /releases/helios repository in your "install new software" list of available sites.

moving to epp as my best guess of where this bug entry belongs.

Hi,

Thanks, I have installed org.eclipse.wst.ws_ui.feature and now get wsdl editor.

Can you give us instructions what exactly the plugin is named?

Not really, it would be more than one, I'm sure. I suggest you stick to the feature (and the plugins and features it includes or prereqs).

Current feature name: "Web Services Tools". I don't know what was behind past decision.

Current PDT is 7.2 (10 years later), and most new API's is written as REST endpoints. Marking as wontfix, feel free to reopen.
