Build Identifier: 20100617-1415

Installed Ruby version rubyinstaller-1.9.1-p378.exe. Ran "gem install ruby-debug19".  When debugging the Ruby Project received error "debugger server not started".

Reproducible: Always

Steps to Reproduce:
1. created Ruby project
2. added Ruby script file and add several valid code
3. Debug as Ruby Script
