Open the Java perspective and make sure there are no open editors. Hit Ctrl-Shift-T. The java open type dialog appears.

Open the C++ perspective and make sure there are no open editors. Hit Ctrl-Shift-T... nothing.

It seems that the C++ Open Element dialog will only appear if there is a C file in an open editor. If there are no open editors or only non-c files open then the hotkey doesn't work.

There is nothing we can do about it. The global kbd-shortcut Ctrl-Shift-T is taken by JDT. You can change that in the preferences.
