There is an error raised when creating a Papyrus project using the Papyrus Prokject creation wizzard (see log attached to the bug).
Action to reproduce the bug:
1 - New project
2 - put a name
3 - and then press finish

Not repeatable in N201006241830.
Most probably it was some version conflict or incorrect configuration
