This is test case issue.

Following tests from JAXB testsuites failed on machines that are set to have other than Easter Standard TimeZone. 
Control doc may need to be modified and/or test case should be changed.

Fixed and checked into trunk.  Modified the test cases so that they temporarily reset the VM timezone to EST before running the tests.
