+++ This bug was initially created as a clone of Bug #317192 +++

The target gnu.targets.arm assumes xdc.runtime.Text is already in the
object model, and errors out if not. This happens if, for example,
an application is built with exe.attrs.rtsName = null.

Causes build failures in latest CE 2.25.
