When I take a 3.6 build and run the director:

eclipse/eclipse -application org.eclipse.equinox.p2.director -consoleLog -noSplash -repository http://download.eclipse.org/releases/helios -installIUs org.eclipse.releng.tools.feature.group

I get:

!ENTRY org.eclipse.equinox.p2.director.app 4 0 2010-06-21 08:21:54.794
!MESSAGE The installable unit org.eclipse.releng.tools.feature.group has not been found.

I've marked it as critical because the window to fix it is almost nil.

We don't contribute the releng tools to Helios.  They will be available through our 3.6  project repo.
