Description:
[Regression] Pagebreak on chart does not work when preview in DOC/PDF/PPT/PostScritp

Build:
2.6.1.v20100621-0630

Steps to reproduce:
1. New a label and chart, label is before chart
2. Set page break before-always on chart
3. Preview on PDF/web viewer/DOC

Actual result:
Page break works in web viewer but not work in DOC/PDF/PPT/PostScritp

Expect result:
Chart Page break works in DOC/PDF/PPT/PostScritp

All Page break break does not work in pdf/ps/doc/ppt, not just chart.

For formats except html/xhtml, the default value of "HTML_PAGINATION" flag should be false.
