I have noticed this in the past few versions of eclipse on Windows 7.
I would be doing something and all of a sudden the cursor would flicker between normal/wait a little then then UI would freeze up, the cursor going into wait mode  and then after 5-10 seconds the UI would pop back up.

I initally thought this was GC issue but I have the memory view turned on and I can guarantee you that is not it, since the memory is not freed when eclipse unfreezes.

Doesnt seem like a 3rd party plugin issue either since it happens if I just use the Eclipse classic distro.

Get a thread dump when the process appears "hung".

   Without a thread dump, I don't even know to which component I can assign this bug. Or at least you could point out when it happens (like saving a dirty editor, switching perspectives, launching an application, etc)
