I think we could experiment with some settings to include the remote info center as additional source of documentation in the packages. 

Personally, I wouldn't remove the *\.doc[._]*.jar bundles from the packages even if it could lead to smaller packages, I just propose to use the "include remote help and give local help priority" method.

The EPP project does not have its "own" Packager anymore. EPP uses other technologies, such as Eclipse Tycho, Maven and Eclipse PDE. Therefore any remaining bugs are now being closed as WONTFIX. If this bug is still relevant, please make a comment and we'll move it to the correct project/component for further investigation.
