Papyrus asks if the profile should be defined each time the profile is saved. It is very annoying behavior when designing a profile because most of the time the designer just want to save its work. 
Definition should be done using a different menu item such as "Save and define" and the designer should be warned once at first save that the profile needs to be defined before usage.
