install EEF with modeling package.
after restart, click "help -> about eclipse" 
click on "eclipse modeleing project" button -> no EEF
click on "installation details" button 
select "feature" ->  no org.eclipse.emf.eef.edt / org.eclipse.emf.eef.*.source? 
select "org.eclipse.emf.eef.runtime" on same tab -> nothing appears on tab

I am closing this issue as fixed since the releng of the new runtime has been improved.
